Affirmative Action at the Crossroads: Colorblind Racism and the Decline of African Americans in Public Contracting

Monique W. Morris discusses the findings of a 2006 report by the Discrimination Research Center on Proposition 209, or the California Civil Rights Initiative, and the negative impact it had on the ability of African American businesses to compete for contracts in California's construction industry. The passage of Proposition 209 ended race and gender-conscious programs originally designed to increase participation and opportunity in public contracting.
